Modelo multicritério para definição de investimento de aquisição entre duas unidades hospitalares

Resumo: Introduction: This study proposes a multicriteria model to support decision-making regarding acquisition investments between two hospital units in Brazil. The objective is to identify and structure relevant criteria for this type of decision, considering economic-financial, operational, clinical, and quality dimensions. Material and methods: This applied study adopted an exploratory design with a qualitative and quantitative approach, based on a case study involving two hospital units belonging to the same organizational group. Economic and financial data from January to December 2023 were obtained from balance sheets, income statements, accounting ratios, and managerial reports. The analytical framework was based on Multicriteria Decision Analysis (MCDA), integrating the Analytic Hierarchy Process (AHP) to determine criteria weights and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) to rank the alternatives. Results and discussion: The integrated application of the methods enabled a systematic decision-making process incorporating economic-financial, operational, clinical, and quality criteria. The results indicate that the model contributes to reducing subjectivity, increasing transparency, and identifying the alternative most aligned with the strategic objectives of the organization under analysis. Conclusions: The combined use of AHP and TOPSIS proved to be a useful decision-support tool for acquisition processes in the hospital sector, providing a broader and more consistent evaluation of complex alternatives. Furthermore, the proposed framework presents potential for application in other decision-making contexts within the healthcare sector.
